Born on May 18, 1957, in Almaty region.
In 1979, he graduated from the Kazakh State University named after Sergey Kirov, with a degree in law.
From 1979 to 2005, he served in various positions in operational investigative units of the police departments in Almaty, Astana and Almaty region.
From 2005 to 2009, he worked as the Vice-Minister, First Vice-Minister of Internal Affairs of Kazakhstan.
From 2009 to 2011, he was the Head of the Department of Internal Affairs of the East Kazakhstan region.
From 2011 to 2019, he served as the Minister of Internal Affairs of Kazakhstan.
On February 12, 2019, by the Decree of the Head of State, was appointed as Aide to the President - Secretary of the Security Council of Kazakhstan.
